Which of the following most accurately describes the problem?

MOVES to speed up distribution of grain by road from the Royal Seaforth Grain Terminal are being made by the, Mersey Docks and Harbour Company.

Vessels have had to reduce their rate of discharge until grain levels in the silos are lowered for distribution by barge or road transport.

"In peak times we are stretched, but in rough times the distribution system is under-utilised," a dock company spokesman said.

Work has just begun on a new lorry park at Seaforth to speed up the flow of lorries and it is hoped this will increase the tonnage of grain moved out by road to over 4,000 tonnes per day.
