Which of the following most accurately describes the problem?

• The annual Christmas Park 'n' Ride scheme operated by Leicester City Transport was a "fantastic success", Mr Leslie Smith, the department's g.m. told CM this week. Introduced on November 29 — one week earlier than previous seasons — the service carried 25,099 passengers (compared with 13,000 over a three-week period in 1970), an average of 6.3 passengers a mile. The seasonal park and ride service is an extension of a permanent park and ride facility which operates from Welford Road Car park, and takes in more of the city centre shopping streets. A 6-7 minute frequency operated between 9 am and 6 pm, with a fare of 3p each way for adults (children 2p); no charge was made for parking. Revenue was 18+-p a mile.

Large-scale publicity, including the distribution of 20,000 leaflets, contributed towards the success of the service, which almost covered the cost of operation.
