Which of the following most accurately describes the problem?

AT applicant for a new B licence to carry ships' stores within a 200-mile radius admitted carrying urgent loads in taxis he owned, at an inquiry in London on Monday. The Metropolitan deputy Licensing Authority, Mr. C. J. Macdonald, granted Halbutt Hire Service, of Rainham, Essex, a short-term licence with a 20 mile radius.

Mr. R. M. Monk, proprietor of Flalbutts, said he had purchased six taxis and a Ford van from a Mr. Thomas for £4,500. There were no figures to show the haulage earnings of the previous business andthe Ford van had been replaced by a 1 ton Morris vehicle. He wished to increase the radius of operation from 20 to 200 miles to provide a more economical and efficient service.

Mr. E. G. Drew, Assistant Office Manager of S. Hodge and Sons Ltd., of New Road, Rainham, said his firm made tank cleaning equipment and specialized engineering products used for maintenance of ships' engines. They required transport at five minutes' notice, and Halbutts had gone out of their way to help them since they had taken over the Thomas business.

To regularize the position, Mr. Macdonald said he would grant a short term licence with the conditions existing at the take over, and this could be converted to full term if enquiries he would have to set in train proved satisfactory.
