Which of the following most accurately describes the problem?

uAULIERS and motoring organizations in Scotland last week attacked the proposed 10s, toll for commercial vehicles over 10 cwt. on the new £6m. Tay road bridge.

The hauliers threaten a boycott of the bridge, which will not be completed until September, because they consider the toll is "outrageous".

It was agreed by the Bridge Board in Dundee that the toll should be 2s. 6d. for light vans under 10 cwt., cars, motorcycles and scooters, and for all heavier vehicles the flat rate of 10s. was fixed.
