Which of the following most accurately describes the problem?

rlA NEW fares scale designed to increase revenue has been recommended by Sheffield Transport Committee. The proposed new rates are 2d. for about a mile, 3d. for l miles, 4d. for two miles, 5d. for three miles, 6d. for four miles, and proportionately up the scale.

A penny would be added to the 4d.6d. fares on " zone " stages from the city terminus, and 3d. " central " stages would be introduced on routes passing through the city centre. .
