Which of the following most accurately describes the problem?

lately L./ issued by the authorities in the American State of New York, the heating of the interiors of motorbuses must be effected by some method which does not permit exhaust gases to pass through appliances within the body of the bus. In the case of new vehicles the new regulations came into operation on December 1st, 1929, and on all buses, old and new, they will have effect from January 1st, 1931. The regulations provide that motorbuses must be equipped with exhaust pipes which shall extend for their whole length outside the body, to a point not less than 3 ins. beyond the rear panel. They require, too, that the exlaaust pipe shall be bent downward at an angle of 45 degrees for a distance of not less than 6 ins, from the end of the pipe. Thus, the authorities are endeavouring to safeguard road travellers in New York State against exhaust fumes. .
