Which of the following most accurately describes the problem?

• British Rail's freight arm, Railfreight, aims to wrest 20% of the cross-Channel market from road hauliers once the Channel Tunnel opens in 1993.

Railfreight has outlined details of its eight planned intermodal freight terminals in Wakefield, Greater Manchester, Merseyside, East London, Cleveland, Sandwell and Cardiff or Avonmouth. It says its rates from the terminals will be competitive with those offered by international hauliers — but Railfreight admits it is not "attacking a market with great discontent in it", • A furious Derbyshire haulage boss has branded the seventh raid in six months on his transport depot as "sickening". Goods worth up to 213,000 have gone missing.

Vincent Spencer of Anthony and Spencer Transport has suffered a series of break-ins at his yard on an isolated industrial estate in Somercotes. The most recent was on 2 February, when drivers' personal effects worth £100 were stolen from cabs. 'The council could help by reducing entrances to the estate from four to two and employing 24-hour security guards," says Spencer. "The 50 firms on the estate could share the cost."

The late night raids on Spencer's firm began last August when six HGVs were jacked up and tyres worth £2,500 were stolen. in November thieves stole t3,000 worth of tools, followed weeks later by the siphoning of 454 litres of diesel.
