Chope hinted strongly that legislation on limiters could be on the cards. He said it was being "examined seriously" by the Government (CM 24-30 January). EC transport commissioner Karel van Miert is to submit a proposal for compulsory speed limiters on all Community trucks to the Council of Ministers.

The FTA's surprise move follows a plea last year from former fransport Secretary Cecil Parkinson to the trade associations to look at ways of reducing the industry's impact on the environment.

FTA president Tony Stanton has written to new Transport Secretary Malcolm Rifkind to explain the association's change of heart. Its thinking will be outlined in its medium term transport policy report, due out in June, which will include other initiatives aimed at improving transport productivity, says Guttridge.

He admits that the FTA's acceptance of limiters is partly a trade-off with policy makers in Westminster and Brussels who have suggested the lowering of speed limits for HGVs. "If the limit for trucks was reduced to, say, 50mph, we wouldn't be accepting limiters in the same way," says Guttridge.
