Which of the following most accurately describes the problem?

The South Wales Transport Co. Ltd. and United Welsh Services Ltd., both based at Swansea, have jointly applied to take over the express service X15 between Neath and Aberystwyth. It would be the companies' first venture into express operation to a destination outside their own operating areas.

The present licence for the service is held by Western Welsh, another NBC undertaking, and SWT and United Welsh have applied to the Traffic Commissioners in identical terms for a joint licence. As a consequence of the new application, Western Welsh will surrender its existing licence. This rationalization is being done principally in the cause of more economical operation by the NBC for the benefit of the travelling public.
