Which of the following most accurately describes the problem?

• The City of London Corporation has lodged a petition against the Bill which is before Parliament to transfer London Transport to the GLC. If, however, the GLC is given control, the Corporation and the London Boroughs will seek an assurance that they will be consulted before major decisions are taken. In support of its petition, it is understood, the Corporation is likely to retain counsel. The London boroughs have already urged that there should be a statutory obligation on the GLC to consult them on transports plans.
