Which of the following most accurately describes the problem?

• Jamieson Plant Hire Ltd., Brestwick, made an unsuccessful B licence application in Ayr on Tuesday. The application was made to enable the company to hire out a low-loader which it had acquired but could only use for about one-third of every week. Objections were lodged by Pickfords, W. H. Malcolm Ltd., Paisley, Tyne Street (Glasgow) Haulage Ltd., and Wilson Bros (Johnstone) Ltd., all of which provide a low-loader hire service.

Mr. W. M. Jamieson produced a nurnber of letters in support of the application and seven witnesses upheld his claim that from time to time difficulty was experienced in civil engineering and constructional work in the county through a shortage of low-loaders needed for the movement of heavy equipment. Several of the witnesses referred to difficulties they had experienced and two were critical of the charges made by the large concerns, Pickfords and Malcolm, though one conceded that he did not know Mr. Jamieson's charges.

The objectors claimed that the transport Tribunal had ruled that these expensive vehicles should be strategically placed. No one, they said, had given specific evidence as to the alleged differences in charges.

Mr. A. B. Birnie, the Scottish LA, said that the applicant had failed to make a prima facie case and dismissed the application.
