Which of the following most accurately describes the problem?

• A total of 33 vehicles were put on A licence by the South Wales LA in Cardiff on Tuesday. Abernant Transport (Rhigos) Ltd., Isaac Caswell (Ebbw Vale) Ltd., Ebbw Vale Transport Co. Ltd., Evans Transport, A. W. Turner, F. Hann and Son (EbbwVale) Ltd., E. R. Clissold, Davies and Meredith Ltd., Phillip Jones and Son Ltd., Cyril Williams (Brynmawr) Ltd., and Thomas Gore and Son Ltd., were all authorized to carry steel and steel products for the British Steel Corporation from their works at Ebbw Vale. A licence for two vehicles will be granted to J. M. Watkins after certain formalities have been attended to.

Objections by British Railways were withdrawn after the applicants had agreed to amend the normal user to the carriage of steel and steel products for the BSC. Mr. C. Rosser John, for the applicants, said that various of the operators had been granted short-term licences for eight vehicles.

Mr. Gerald Bevan, road transport manager of the BSC, said that a second continuous galvanizing line had been built at Ebbw Vale, which would increase the tonnage carried by road vehicles by 4,000 tons during the next two months. "There is a need for additional transport services equal to a rate of output of 4,000 tons a week with a distribution pattern widely spread throughout Britain", he said. 'Stocking space is restricted and all material must be despatched immediately."

During this month, he said, the demand for road vehicle space would amount to 2,500 tons a week. Increasing to 3,000 tons by the end of March and reaching a total of 4,000 tons a week later in the year.
