Which of the following most accurately describes the problem?

• Mr, Carmichael denied In the Commons that there had been any change of policy as far as the joint parcels organization was concerned.

He was replying to Mr. Ian Mikardo (Labour, Poplar) who asked whether it had not been intended to integrate all parcels traffic, including the sundries department of British Railways, into a single parcels organization.

Mr. Carmichael replied that the policy still was that there should be integration of the parcels services, except the passenger parcels service, which the Ministry regarded as so closely integrated with passenger trains that it was better left on its own.
