Which of the following most accurately describes the problem?

• Following the announcement of possible future rates increases by British Road Services Ltd. in Commercial Motor (January 17), Alistair Tucker, executive director, marketing, of BRS Ltd., has voiced concern about the discrepancy between the increasing costs in the haulage industry and the slower rising rates being charged.

Speaking on "Transport Policies of the Seventies" at a meeting of the Wolverhampton Division of the Industrial Transport Association last Monday, Mr. Tucker said: "At this time an absolute priority for all road haulage operators is to restore their profit margins. Only with an adequate return on capital will the industry be able to plan ahead and develop to meet the needs of manufacturers in the Seventies. The present position with costs having risen 35 per cent since 1965 and rates lagging far behind is precarious for many companies.
