Which of the following most accurately describes the problem?

'VARIATIONS to tour licences from V Liverpool and Preston, held by Ribble Motor Services, Ltd., were granted by the North Western Traffic Commissioners, fast week. They asked to add a five-day tour to Scarborough, and eightday tours to Bournemouth and Devon, to vary routes. and to increase certain inclusive fares, There were objections from W. Robinson (Gt. Harwood), Ltd., Shearings Tours [Manchester), Ltd., Batty-Holt Touring Services, Ltd., Happiway Tours (Manchester). Ltd., James Smith and Co. (Wigan), Ltd., and Stanley Spencer Tours (Manchester), Ltd.

Mr. H. Backhouse, . for the objectors, implied that faulty journey fares were being used, with increases continually added to inclusive fares. He was told by Mr. F. Dawes, Ribble's assistant traffic manager, that no information about, costings was available, as they had no bearing on the case. For Robinson's. Mr. A. Robinson said Ribble already had an ample tour schedule, and should not be granted more.

Mr. F. D. Walker. for Ribble, said their journey fares were based on I.38d. per mile, and a consistent system was employed. The application for increases was caused entirely by higher hotel charges, and whenever these increases came it Was inevitable that inclusive fares should be raised as well. All operators required new tours from time to time to give customers variety.
