STARTING with this year's sugar-beet season, the West Midland Licensing Authority proposes to publish all applications. for .short-term licences ft on operators desiring to carry this traffic. Although it will be necessary for hauliers to lodge applications at least eight weeks before they need the licences, it is not thought that any difficulty should' arise.
