pUBLIC spending cuts, recession, the control of local authority spending and uncertainty about forthcoming fundamental change have hrought bus operation by the public sector to an all-time low in the UK — both in the level of orders for new vehicles and in the number of vehicles currently in service.
But a glance at our fleet survey will reveal that the decline since 1982 has not been dramatic as might have been expected. Many of the fleet reductions arc minor and could well have been achieved by increased vehicle use.
In the municipal sector most operators report minor fleet reductions. Two operations have disappeared altogether. One, East Staffs, is transferring to the independent sector and the other, Colwyn Bay, has ceased operating. However, with its fleet of only three vehicles, Colwyn Bay's loss is not significant in national terms.
There are some brave exceptions to this story of slow decline. Reading and Southend both show expanding fleets, partly due to the development of coaches services since coach deregulation in 1980. Swindon operator Thamesdown Transport is also expanding.
Of the Passenger Transport
Executives London, South Yorkshire and Strathclyde show increased fleets since 1982, although for the two latter PTEs the new regime after true deregulation will prove particularly challenging. South Yorkshire Transport will have to raise fares but is meeting the challenge with a bold marketing initiative involving a whole new identity.
In the nationalised sector the comparison with 1982 is distorted by the large and continuing number of company reorganisations and fleet rearrangements. Also sonic managers are reluctant to divulge details in fear, presumably, of providing ammunition for any competition which may be lurking in the wings.
From the details submitted though, it is clear that the National Bus Company is sold on the idea of buses being best suited to the new competitive era. Our survey shows that 678 new doubledeck buses are currently on order and it seems likely that this represents most vehicles of this type that will he supplied next year. This compares with 623 mini or midibuses already on order and the declared intention of many operators who have not already done so to buy vehicles of this type.
it iccins likely that the number of num/midis on order will overtake the number of traditional big bus orders and that the eventual number of new vehicles supplied in 1986 will be well over a thousand. In sad contrast, orders for full-size single-deck buses have been placed by very few fleets. Our survey shows only seven new rear engined full-size single-deckers on order. At least one of those, the Leyland National for Halton, could well be in service by the end of this year.
The popularity of the midi has changed the names 111 the top 10 of turban bus suppliers. Leyland is still hanging on to its market lead with its Olympian continuing to he Britain's top selling urban bus on orders currently placed, although it seems likely that
Mercedes-Benz, with a bus based on a 20-year-old panel van design, will oust It from its traditional position. In terms of value of vehicles and number of seats though. Leyland must comfortably retain its market lead.
This CM bus fleet analysis could well be the last of its type: in two or three years the public sector could well have disappeared and been replaced a totally independent and commercially oriented bus operating industry. Municipal and PTE operators are soon to be transformed into commercially motivated organisations able to accept private capital or to be privatised.
Privatisation for the National Bus Company is also certain, although its future as an entity or group is in doubt. Its privatisation could result in a number of strongly managed and equipped commercial operations particularly well able to cope with competition from any corner.
The efficient Scottish Bus Group could remain in state ownership, however. If it does it will be competing with the strong stage operating Scottish independents whose numbers will be swelled with the likes of Tayside Buses and Strathclyde Transport PLC.
As for London, the last bastion of regulation, London Buses is already claimed to be competing fairly for tendered routes so the changes already underway can only be accelerated.
Northern Ireland and the Isle of Man have been purposely left out of this survey as the extreme changes in operating environment on mainland do not apply there.
