Which of the following most accurately describes the problem?

ASTATEMENT that open-cast coal output was being hampered because of transport shortages was made to the Northern Licensing Authority, last week, by Mr. A. L. Campbell, of Geo. Wimpey and Co., Ltd. He was supporting an an application by Messrs. James Cook. Consett, to carry opencast coal and building materials up to a radius of 60 miles by variation of the firm's existing B licence.

Mr. Campbell said: " On one site alone last week we lost 500-600 tons per day on an estimated output of 2,000 tons because we could not get vehicles." When asked by Mr. J. L. R. Croft, who appeared for the Road Haulage Executive, Whether he had tried to obtain vehicles from the Executive, Mr. Campbell said that the R.H.E. would not carry at the company's rates on Durham sites, This was surprising, because R.H.E. vehicles were being employed in Northumberland.

The Authority granted the applicants permission to carry open-cast coal within the Northern Traffic Area and building materials for A. Braithwate, Ltd., within a radius of 25 miles.
