Which of the following most accurately describes the problem?

THE Minister of Transport has over' ruled Mr. J. M. Glen, an inspector of the Ministry, and has dismissed an appeal by G. H. Austin and Sons, Ltd., against the West Midland Licensing Authority's grant to Wellington Saloon Coaches, Ltd., of licences for express services to the works of Joseph Sankey and Sons, Ltd., engaged at which is a very large number of employees. The transport requirements of which must be met.

The Minister finds that the Licensing Authority did not fail to hear any evidence and does not think that there is sufficient ground for adopting Mr. Glen's recommendation that the applications should he heard again by the Authority.
