Which of the following most accurately describes the problem?

Aif you propose using a 12-seater bus as a

stage or express vehicle or on contract service you will need to obtain a licence for that service from the traffic commissioners in your particular area. Additionally, you will need a p.s.v, licence for the vehicle concerned, together with a certificate of fitness, while the driver will require a p.s.v. driver's licence.

However, if the vehicle is to be used for carrying non-farepaying passengers, i.e. privately in the manner of a private car, then such licences would not be required.
