Which of the following most accurately describes the problem?

• Mrs. Barbara Castle, Minister for Employment and Productivity, has stated that she would be prepared to accept the national model agreement providing a £20 per week basic wage with less overtime for busmen. Some 15 similar local agreements, however, have been referred back to the municipal bus industry's National Joint Industrial Council.

Busmen in Newcastle upon Tyne and Sunderland have told their respective employers that the attitude of the NJIC should be ignored by Mrs. Castle's Department, while in Tees-side the men have stated that, if there is no guarantee of an agreeable rise by September 15, they will strike.

Edinburgh busmen, like those in Glasgow, have decided to wait for their rise until the Government "freeze" ends on December 26.
