Which of the following most accurately describes the problem?

THE conditions attached to 29 B-licensed tippers operated by H. Evers, Ltd., Ancoats, had become so cumbersome that an enormous amount of administrative trouble was being caused. This was explained to Mr. J. R. Lindsay, North Western Deputy Licensing Authority, last week, when the company applied for one simplified condition—" goods suitable for tippers within MO miles of base."

Mr. J. A. Dunkerley said the appli, cants were old-established operators, and only a small proportion of their vehicles were used for their own work. Most of the fleet did haulage, and should really have been put on A

licence when they were acquired.

Difficulties had arisen because. of the many and varied conditions attached to the vehicles. The present conditions Showed the carriage of goods such aS

constructional engineering and timber, which was not normally tipping work, and in order to simplify the licence the applicants were prepared to be confined for all time to bulk materials. This would be to the benefit of the objectors.

Mr. J. Edward Jones, objecting for the British Transport Commission, said Evers were asking for the terms of their whole licence to be the equivalent of the longest radius. Some of the conditions were recent and controversial, and the applicants had been tied down stringently on radius by the Licensing Authority.

Mr. Lindsay agreed that there was no evidence to justify increases in radius from 12, 35 and 70 miles to 100. It did not appear merely a case for tidying up the licence, and much more information would be necessary before a decision on the matter could be arrived at, he said.

After hearing the objections, Evers withdrew the application.
