Which of the following most accurately describes the problem?

DAIMLER-BENZ engineering development director Artur Mischlie criticised UK vehicle makers for being too weak to achieve an increase in gross vehicle weights.

Speaking at an international seminar sponsored by DB in Switzerland last week he claimed that an Increase from 38 to 44 tonnes gvw could mean an energy saving of four per cent per tonne of payload and up to 10 per cent in operating costs.

British delegates were strong in their support for the manufacturers and both inside and outside the conference hall they argued that it was the British Government which was dragging its feet.
