Which of the following most accurately describes the problem?

by ERIC WILLOUGHBY THE POSSIBILITY of a zonalfare scheme to replace Sunderland Corporation's flat-fare system, is being disciesed by its transport department.

The Northern Traffic Commissioners granted an increase on the flat fare in July. But the chairman of the Commissioners, Mr J. A. T. Hanlon, asked the department to report to him on the possibility of a radial (zonal) fares structure being introduced by January, 1968.

He had earlier expressed what amounted to disapproval of flatfare operation.

Sunderland introduced the system 13 months ago (CM. Sept 9, 1966).

Mr Norman Morton, Sunderland's general manager, told me this week: "There are no definite proposals yet. The transport committee will first have to discuss the zonal-fare measure."

And he said that the committee would also be discussing a proposal to set up a joint SunderlandNorthern General Transport Co Ltd operating venture.
