Which of the following most accurately describes the problem?

NO SOONER said than—undone. That is what appeared to have happened at Lincoln last week as a rumpus began to develop over that city's stated intention to ban all but Lincoln-bound tanker traffic (CM, last week) from its streets.

Threatened was recourse to powers under the Road Traffic Act, 1960, in order to divert tankers from the Lindum Hill route.

But as the RHA prepared to fight the ban, the Lincoln city engineer and surveyor announced that, in fact, there would be no attempt at a ban by the city.
