Which of the following most accurately describes the problem?

HOURS OFFENCES by a bad-tempered driver have led to one of the four trucks operated by Nuneaton-based Hambridge Transport being suspended for four weeks. Owner Cyril Hambridge appeared before the West Midland Traffic Commissioner David Dixon with offending driver William Jones.

The TC was told that Jones' tachograph charts showed that he had taken insufficient daily rest and there was a discrepancy in the odometer readings. Tacho records for May-August 2002 showed that Jones had taken insufficient daily rest three times and another time he had exceeded the daily driving limit.

However, when questioned about a speeding offence, Jones stormed out of the room. Hambridge said that Jones was a very volatile man; he eventually had to sack him for upsetting customers.

Hambridge drove one of the vehicles himself, which made it difficult to run the business. He would come off the road so he could spend more time in the office.

At this point Jones returned and warned Hambridge: "If I get done you're going down big time." The TC curtailed the licence after receiving an undertaking that Hambridge would drive only in an emergency. He reserved decision over what action to take against Jones' HGV licence.
