Mike Jewell reports on a licence cut looming over international haulier

COUNTY DURHAM haulier Elddis Transport could see its licence cut by 31 trucks unless it shows that all its drivers have received detailed tacho training by the end of the year.

The licence cut follows a Public Inquiry in which Traffic Commissioner Tom Macartney heard that 32 of the firm's 200 drivers were found to be breaking the drivers' hours and tachograph regulations. ElddisTransport holds an international licence for 146 vehicles and 229 trailers, with 140 vehicles and 129 trailers in possession.

Evidence was given by a traffic examiner that analysis of 8,716 tachograph records revealed a large number of apparent offences, including the falsification of tachograph records and a failure to use tachographs. Twenty drivers had been prosecuted and 12 others had been sent warning letters. The company argued that the management had been unaware of what had been going on. The system had since been upgraded with 100% of the charts now being sent for analysis.

Roger Hird, for Elddis Transport.said that,since the first part of the heating in October, 92 drivers had received training and there was a programme in place to put the remainder through by the end of the year. All new drivers now went through an independent training course on drivers' hours and tachographs.

The TC said this was a company that had an enviable record, but which had developed a recent control problem. He therefore proposed to curtail the licence to 115 vehicles and 229 trailers with effect from 31 December but if he received detailed evidence of the driver training carried out by 14 December, he would substitute the curtailment with a warning.
