Which of the following most accurately describes the problem?

APPEALS by United Counties Omnibus Co., Ltd., Northampton, and the British Transport Commission against a decision of the Eastern Traffic Commissioners to . grant a _licence to Mrs. E.' M. Sproat for an express 'service between Eastcotts Road. Bedford. and Vauxhall Motors, Ltd.. Luton, have been disallowed by the Minister of Transport.

Mrs. Sproat wished to serve Bedford residents who were employed at Vaux hall Motors. To reach their place of work, they had been obliged to travel 2+ miles to a railway station, or more than a mile to a United Counties route. The Minister considers that the abstraction of traffic from United Counties would be limited.

In order to avoid wasteful competition, certain stopping points would be deleted from Mrs. Sproat's licence, so that the demand would approximate to the capacity of her coach. The indications were that few Vauxhall employees used the United Counties service.
