Which of the following most accurately describes the problem?

• Where have all Belfast Corporation's bus tokens gone? When the token fares scheme started on February 18 there were 3m tokens available. Within a few days they had apparently disappeared.

According to general manager Mr R. Adams, people have been buying up £10and f20-worth at a time. Coin dealers seem to be seeking them, presumably to sell abroad, since they are not legal currency anywhere except on a Belfast bus. One dealer has asked for 10,000 tokens but the Corporation is holding off on such requests until the new system settles down, and there is talk of rationing tokens to each purchaser.

Said Mr Adams last week: "Because of overbuying, the token system has not only got off the ground, it has gone into orbit!"
