Which of the following most accurately describes the problem?

• A haulier which withdrew its application for an Operator's Licence after the Road Haulage Association made objections has been told it must show it has no ties with the "unfit" ex-haulier who helped to set the firm up.

Exeter-based Sumo Over

land Direct International Transport (SODIT) submitted its second application for an 0licence on 12 June. It has also requested an interim licence.

But the Western Traffic Area Office has told the firm that exhaulier Jock Carstairs and his wife Linda, of the failed firm Sumotrans, must not work for the company if an interim licence is to be granted.

It also stipulates that the Carstairs cannot be shareholders in the new company, and any change in the shareholders must be notified to the Traffic Office within 14 days. A decision on the full 0-licence will be taken in mid-August. SODITs original 0-licence application was withdrawn when the RHA asserted that Jock and Linda Carstairs were unfit to be involved in the new company because their previous firm, Sumotrans, had been forced into liquidation. Linda Carstairs had signed SODIT's original 0-licence application.

When CM spoke to Jock Carstairs on a phone number which doubles as his home number and SODITs trading number, he said: is what they are saying here that any firm which employs me will lose its Operator's Licence? They can't put restrictions like that on us." RHA regional director Mike Farmer denies that he has received an invoice from SODIT in respect of the costs of reapplying for an 0-iicence(CM15-21 June). Carstairs claims that SODIT sent the invoice for 2286 (ex-VAT) to the RHA's Bristol office in June.
