Which of the following most accurately describes the problem?

• Britain's most expensive stretch of road could cost the taxpayer another ElOOm in compensation.

The one-mile-long Limehause Link between the City of London and Docklands has already cost taxpayers £440m, or £273,000 per metre.

Now residents are demanding damages for illness caused by dust during the excavation of the underground link. London Docklands Development Corporation chief executive Eric Sorrenson says the LDDC is fighting the action. Submitting to the residents' demands could push up roadbuilding bills for the rest of the construction industry.

LDDC points out that before the link was built Docklandsbound trucks had to use the congestion-ridden Al 3 or navigate rat runs through Limehouse Narrow Street and Poplar High Street.
