Which of the following most accurately describes the problem?

* A Norfolk haulier has been charged in connection with a large scale cigarette smuggling operation which is alleged to have evaded more than £100,000 in excise duty. Phillip Nunn, owner of Nunn & Young Haulage, was arrested near King's Lynn by Customs investigators who had search warrants for his home and business addresses. Nunn has been charged with fraudulently evading duty payable on a quantity of cigarettes during April. He was granted bail of £20,000 on condition that he surrenders his passport and reports to the police four times a week.

A man and a woman also arrested in connection with this operation have been released on bail without charge pending further investigations.

Customs & Excise says the arrests were mode following a series of large hauls over the last six months in the UK and France which totalled almost a million cigarettes.
