• K. Stainier Haulage Contractors (Macclesfield) Ltd, the Cheshire haulage firm whose new 0-licence application has received strong opposition from the RHA, was granted a six-month interim licence by the North Western LA, Mr C. R. Hodgson, in Manchester on Tuesday. Mr Hodgson granted the firm the temporary licence to allow it to continue operating until it was in a position to produce proper evidence of its financial position.

At a public inquiry in Manchester in January this year the application by Stainier for a licence to authorize six vehicles and three trailers with a margin of two vehicles and one trailer was adjourned by the LA as financial evidence could not be produced.

Representing the applicant company, Mr G. Beames told the LA that since the previous inquiry he had not been able to acquire the necessary figures. He went on to tell the LA that he felt it was only necessary to call one witness, Mr P. Swain, of Macclesfield, who was the new chairman of the company.

No connection Mr Swain said that Mr K. Stainier, the undischarged bankrupt from whom the business had been acquired, had no connection with the new company other than being employed as a driver. Mr Swain added that although the business address of the company had originally been that of Mr Stainier's home this was soon to be altered to his own. The company had leased premises from British Rail and now employed a fully skilled fitter who inspected the six vehicles in possession once a week.

Mr Swain then produced two letters from existing customers as proof of present business commitments and went on to tell the LA that although he had seen some of the figures which had not been produced he was not prepared to use these as evidence until certain discrepancies had been rectified.

Cross-examining for the RHA, Mr John Backhouse asked Mr Swain several questions regarding maintenance documentation which the witness was unable to answer.

Financial resources Mr Backhouse in his submission to the LA said that the RHA was objecting to the application on the grounds of insufficient financial resources and because the firm had operated between August and October last year when not in possession of an 0 licence. He said that it was necessary that figures relating to financial standards be produced and added that an earlier suggestion by Mr Beames that the company should be "put on test" by being granted a oneor two-year licence should be overlooked.
