Which of the following most accurately describes the problem?

• Only 385 journey authorizations will be available for distribution among the 18 member countries of the European Conference of Ministers of Transport (ECMT) when the scheme begins on January 1, 1974.

This was announced after the ECMT had agreed to implement a multilateral quota for the transport of goods by road at its meeting in The Hague on June 22. The quota will operate in the territories of each of the ECMT members.

Till now only the nine members of the European Economic Community have succeeded in introducing a certain number of authorizations of a similar type. These enable a haulier to undertake round trips throughout Common Market member countries. From the beginning of next year, permits will be necessary for the transport of goods by road throughout the ECMT.
