Which of the following most accurately describes the problem?

/ Cadwallader Transport of Llanwit Fardre Pm! has won an increase in its licence authorisation from 30 vehicles to 45, and from 17 trailers to 37, despite opposition from the Llanwit Fardre Community Trust.

Director Jeffrey Cadwallader told South Wales Licensing Authority John Mervyn Pugh that the company had been operating from its present site for almost four years. There was a large yard with access directly on to the A473.

Cadwallader agreed it was a very busy road but said he had permission to infill an adjacent area and there would eventually be a new entrance. The local authority planned to build a roundabout in the area, but he was not sure when.

The company operated a mixed fleet of eight-wheel tippers and artics, carrying bulk coke, coal, roadstone and animal feed. It was proposed to take up the full authorisation. Company policy was that all new vehicles and trailers would he on contract hire, so there was no need for a margin on the licence. That meant that as the existing fleet was gradually replaced, maintenance work at the depot would decrease.
