Which of the following most accurately describes the problem?

• Tyneside Passenger Transport Authority proposes to introduce a system of half-price fares at non-peak periods for 100,000 old, blind and infirm people. Discussions on the plan are to take place with local authorities in the area; it is estimated that the concession will cost £250,000 a year.

Concessionary fares are are already in use on the former Newcastle and South Shields municipal undertakings, now controlled by the PTE. Northern General Transport Co. Ltd., and United Automobile Services Ltd., have agreed to co-operate only if they are recompensed the full cost of all journeys taken at the cheap rate. It is expected that the cheap rates will apply between 10 a.m. and 4 p.m. and between 6.30 p.m. and 10 p.m. on weekdays and all day on Sundays and holidays, but there will be no cheap fares on Saturdays.

The PTA is asking for a penny rate levy on the 18 local authorities in the region during the coming financial year towards a deficit of £463,000. The levy will raise £144,000. and from this sum it is proposed to meet the costs of the Executive and planning studies. During the year, the future of the North Tyne railway service, and the North-South Shields car and passenger ferry, will be investigated. Losses on the South Shields and Newcastle bus services will be met by higher fares.
