Which of the following most accurately describes the problem?

ANEW A licence to cover two vehicles for hauling paper from Edinburgh to London, the Midlands and the West of England, was granted on Monday to Mr. J. Bryce, Edinburgh, by the Scottish Licensing Authority, Mr. W. F. Quin,

Mr. Bryce said he had two vehicles on contract A licence with the Woodhall Paper Co., Ltd., Edinburgh. This arrangement was entered into after an A-licence application had been rejected, but the paper company were against contract licences and had no other contracts of this nature.

Mr. R. Borthwick, chief administrative officer for the company, said they would continue to employ Mr. Bryce in exactly the same way if a grant were made. The only difference would be that Mr. Bryce could carry other traffic, particularly backloads, although Woodhall's would always get preference.

The application was granted for 85 per cent, haulage to England and 15 per cent. in Central Scotland. British Road Services objected.
