Which of the following most accurately describes the problem?

nO the North Western Traffic Commis sioners have the power to prohibit smoking in the lower saloons of buses operated by Ribble Motor Services, Ltd.? The Commissioners are to take legal advice on the matter.

This was announced on Tuesday by Mr. F. Williamson, chairman, after the company had successfully sought the renewal of over 40 licences.

The application for a smoke-free lower saloon was made on behalf of nonsmokers and sufferers from chest trouble by Crosby, Bootle and Chorley Borough Councils and Litherland Urban District Council. The Lancashire Non-County Boroughs Association gave support.

Mr. J. P. Senior, Ribble's assistant general manager, said he had made inquiries from 27 other bus operators and found that 21 imposed restrictions on smoking downstairs. Ribble inspectors had asked for passengers' views and of the 17,000 people questioned, 52 per cent. thought downstairs smoking should be prohibited and 48 per cent. disagreed.
