Which of the following most accurately describes the problem?

ABOUT 35 men of the depot of British Road Services at Dock Road, London, E.I6, last Sunday towed some 70 laden vehicles out of flood water, which was 5 ft. deep in places. The vehicles, mainly 14-tonners, had been loaded on the Saturday, mostly with perishable foodstuffs, and were due to leave for Liverpool and the West Country on Sunday night.

Lorries and mobile cranes towed the vehicles out of the water to a nearby B.R.S. repair depot. Work went on until the early hours of Monday. All oils were replenished, fuel tanks were flushed and refilled, brake-servo gear checked and electrical equipment replaced wherever necessary.

All but 12 of the vehicles were put in a roadworthy condition for the longdistance runs, and departures took place without great delay. Damage to the loads could not be ascertained until they had been delivered.
