Which of the following most accurately describes the problem?

A EUROPEAN COURT of Justice (ECJ) order could force the Irish government to improve and expand its mandatory training programmes for road hauliers.

The European Commission (EC) has asked the ECJ to rule that Ireland's training system fails to meet the safety standards required by the EU Directive on training professional drivers.

This requires member states to introduce an initial training system by September 2009,foll owed by 35 hours of training every five years.

The EC says: "No appropriate national measures have been taken to comply with the Directive." It alleges this gives Irish operators a competitive advantage.

The LGV training Directive is designed to ensure drivers "have a certain minimum level of training in order to handle the demands of working in road transport today," according to the EC.
