Which of the following most accurately describes the problem?

THE Round,Tables of Great Britain and Ireland are seeking help from hauliers who can transport materials to earthquake victims in Italy.

The National Association of Round Tables hq in London (Tel. 01-262 3071) earlier this week urged operators to help with the operation of transporting caravans and thousands of tons of clothing and blankets to Italy.

Under existing Community rules permits are waived when taking emergency supplies to a stricken country. There also were reports of emergency vehicles obtaining free Channel crossings and being exempted from paying tolls on Italy's roads, though it is not clear whether those benefits will apply on the homeward journey.

The Road Haulage Association's COMPACT unit also was provided along with its driver, Mick Mullery, free of charge.

RHA Scottish chairman David Haig is organising transport facilities for the Round Tables north of the border. Mr Haig will be using his own permits and hopes to return Italy with some backloads. For those operators who will be taking advantage of Community rules, however, returning with backloads could be a problem.
