"PUBLIC TRANSPORT — particularly reliability and ever-increasing fares — has emerged as a prime cause of concern in every major public consultation exercise held in the county in recent years," says Hertfordshire County Council in a leaflet for public consumption.

This is not surprising with more than 50rn passengers travelling by bus in Hertfordshire each year. During the working week 700 buses and coaches may be picking up passengers in the county at the same time.

Only a little more than 60 per cent of the total operating cost of £13m in 1979/80 was covered by those ever-increasing fares. Unfortunately, human nature being what it is, the passenger who has to wait for up to two hours in the rain because a bus crew has not turned up is seldom in the mood to be grateful for subsidy.
