Which of the following most accurately describes the problem?

LONDON Transport and the Greater London Council hope to avoid the need for fares increases in 1981.

Commenting on the 1981 LT budget presented to the GLC last Monday, planning and communications policy committee leader Alan Greengross said that LT is now getting back "on the right road", and he congratulated operators on the way they realistically face up to the problems associated with rising costs and economic decline.

He also said that London Transport had drawn the Council's attention to the problems associated with London's most uneconomic bus routes. They represent a social need which overrides financial considerations and, accordingly, the Council would not allow them to be withdrawn. LT would therefore have to explore new ways of providing a service.

GLC Leader Sir Horace Cutler commented that "London Transport has a long way to go before its problems are solved, but the signs are encouraging. There have already been improvements in the bus service, and am sure that when managerial changes take their full effect the result will be a better deal for paying passengers."
