Which of the following most accurately describes the problem?

ROAD HAULAGE Association technical officer Mike Kneen callec , last week for heavier lorries on Britain's roads and said that suet vehicles would benefit both industry and the public.

Speaking at a conference in London last week on effective management of heavy road transport, Mr Kneen said that if the British manufacturing industry is to survive it will need a modern and efficient haulage industry which is able to compete with anything our EEC partners and competitors can do.

"The road haulage industry must not just be subjected to restrictive EEC regulations, such as those on drivers' hours and use of tachographs, but should also be given the opportunity tc compete on level terms with the rest of the EEC by using heavier lorries."

Mr Kneen is convinced that there is a great need for more by-passes and is anxious tc point out that the RHA woulc only seek the use of heavier vehicles on suitable roads.

"The RHA is aware of the neec to keep down road damage. The damage factor of the 40-tonnes five-axle articulated vehicle pro. posed by the EEC is less than the existing 32.5 tonnes four-axle ar. ticulated vehicle.

"In fact, the damage factor ex pressed in standard ten-tonne axles per 100 tonnes of payloac is less than for a typical 16.; tonnes gross two-axle rigic lorry.

"It follows that for reasons o better fuel efficiency, less traffis congestion and reduction ir road damage, heavier lorries wil bring advantages."

On safety, Mr Kneen said the the safety record of Britain i! "very high", and that jack-knit ing is nowhere near as commor as it was ten to 15 years ago. M Kneen claimed frequently tha the industry also pays more thar its fair share of track costs.
