Which of the following most accurately describes the problem?

use a vehicle (rigid or artic) which has an empty container (liquid or box type) secured to the body or trailer by twistlocks?

AThere is no reason why you should not take the test in a vehicle with an empty container secured to it provided it is usual for the container to remain on the vehicle when it is empty or when being loaded and unloaded and provided the container is empty. Although the test instructions state that the vehicle must be unladen, carrying an empty container is not quite the same and if you explain to the examiner that the container normally remains on the vehicle we do not think you would have any difficulty.
