Which of the following most accurately describes the problem?

(Si 1487) Part II, Paragraph 4, state that every terminal sign of size 1 or 2 shown in a numbered diagram when erected on a trunk or principal road within 50 metres of a street lamp lit by electricity — (a) shall throughout the hours of darkness be continuously illuminated by means of internal or external lighting, and may also be illuminated by the use of reflecting material, or (b) shall throughout the hours of darkness, while the street light is lit, be continuously illuminated by means of external fighting and shall be illuminated by use of reflecting material. If the sign was not illuminated and was dirty, you should not have been convicted. If you have a witness all the better; if not, contact the Highways Department responsible for sign maintenance who would keep a log of when repairs were carried out and then you can appeal.
