Which of the following most accurately describes the problem?

• Optare has reorganised its Leeds factory to boost capacity to more than 400 vehicles a year. To cope with the 100vehicle increase, 30 staff have been taken on during the past month, with at least 50 more to follow by the end of the year. The move was inspired by bouyant sales of the Citypacer and Starrider; the successful launch of the Delta; development work on a Mark H version Citypacer, and a double-deck body planned for early 1990.

Optare expects production to be split about 50/50 between large and small buses.

The Delta is built using the Swiss Allusuisse method: "I believe it is new to this country, although Wrights uses it in Northern Ireland and Leyland Daf uses it in Denmark," says Optare's Steve Jones. "Basically, Allusuisse is like a big Meccano set. We buy extrusions and parts to suit out needs direct from the company, and then put the bits together here."
