Which of the following most accurately describes the problem?

TRADITIONAL restrictions on Ribble buses picking up and setting down passengers in the operating area of Lancaster were swept away on April 2, when a new radical agreement between the area's bus operators came into force.

The re-organisation allows Lancaster buses to operate between Morecambe and Lancaster and into neighbouring rural areas for the first time. Ribble buses will also set down and pick up passengers within Lancaster and Morecambe for the first time.

The new arrangements will generally improve services and have the joint advantage of saving each operator four buses.

The re-organisation stems from an agency agreement between Lancaster City Transport, Ribble and the Lancashire County Council. All services operated wholly in the agreement area are the responsibility of the City of Lancaster Transport Committee.
