Which of the following most accurately describes the problem?

• A new range of Bedford trucks is to be developed with the aid of a £25m investment programme, Vauxhall chairman Mr Alex D. Rhea announced on Wednesday. The money will be spent over the next two years on new buildings and tooling for Bedfords and already planning permission has been requested from the local authority for factory extensions at Dunstable.

The investment will include the launching of a new range of vehicles larger than any produced by Bedford at the moment. Mr Rhea said that Bedford maintained its position as Britain's leading export truck during 1972 and he stressed that with the phased elimination of tariff barriers now that the UK has joined the EEC the European market grows ever more important. "On the mainland of Europe as in the UK," said Mr Rhea, "there is clear evidence of the growing strength of the top end of the truck market."
