• Ministers look set to announce tighter rules on livestock haulage later this year after hauliers are given a second chance to comment on new EU rules.

In a clear sign of the sensitivity surrounding the livestock issue, Ministry of Agriculture officials are offering hauliers a second and, later in the year, a third chance to comment on its rewriting of the EU directive 91/628 which proposes changes to vehicle design, rest and watering periods and maximum journey times.

Operator's opinions will be publicised in a bid to protect MAFF from future criticism that it did not act openly over the changes. The third draft, based on the latest comments, will be circulated for comment later this year.

MAFF is already sending copies of the second draft to hundreds of companies asking for their views, which in turn, will also be published.

Comments should be sent to its Animal Welfare Division Branch D, 3 Whitehall Place, London SW1A 2HH by 9 October.
